Yup, both sides do it. Some government led lawsuits are obviously beneficial, such as when a bunch of states banded together and sued the Slackers for hundreds of millions of dollars for peddling opiates.

But that was against a company, not another branch of government.

Paxton is particularly notorious for filing frivolous lawsuits against the federal government. But he's hardly the only one who does it.

When state governments file lawsuits against the feds, it amounts to legislation by the judiciary. That's not supposed to happen.
