Two things about police patrols being in every country: One, the concept is modeled after the U.S. approach.
Two, in European countries, police patrols are generally less visible and less aggressive. France is a possible exception, given their tendencies to do battle with their Muslim populations in Paris suburbs, but the parallel behind the motives with our own system is interesting.

It's great that people are talking about it so much. That usually ends up with improvements in society. The ultimate solution will probably not be particularly radical, but with folks like Lt. Orange promoting change within police unions themselves.
It would be interesting to see the interaction between the two unions in St. Louis.
