See my other comment regarding the exact nature of the White House payroll. I haven't studied it, but I downloaded the PDF of White House staffer pay and sorted it alphabetically by occupation/position, then I uploaded it to AWS for folks to check out. It gives you a view into exactly where any discrepancies might lie. As I said, I haven't reviewed it closely, but a cursory glance doesn't seem to back up your position.
