Poverty and lack of educational opportunities are inextricably linked.

If you're poor, there is almost no chance of getting a good education.

There has always also been a racial bias in testing.

Drugs are, of course, also part of the problem. It cuts across all class lines.

Unfortunately, we live in a society that treats drug addicts in prison cells instead of rehabilitation. So they are exposed to a predatory culture that leaves them permanently scarred when they are released.

It becomes an endless cycle.
