PLR is interesting — I've never heard of it before this article. A brief search on U.S. efforts led me to this comment:
"The recent addition of Canada to the ranks of nations with public lending right programs has
left the United States as the single major English-speaking country without such a program."

For some reason, my novel was picked up by a lot of libraries, so that prompted my curiosity. I imagine it would still only add a few pennies to my pocket, but still interesting thing.
Problem is, the same article suggests there's nothing really happening in the U.S. There is no significant writer lobby. U.S. politics are dominated by money, and I don't see anything on the horizon that will change that.
