I wish I had a definitive answer for that. I think a reasonable comparison can be made to kiddy porn AI. We obviously, as a society, will not allow that. It will be illegal. At least, it should be. I can't imagine laws won't develop against its use.
But why? The reason is actually very logical, even though real kids are not involved. If you allow AI kiddy porn to thrive, you help feed pedophilia, and possibly, real attacks on kids, from people who are consuming this kind of stuff. You are strengthening the herd. You also are enabling the growth of their "community."
It is fair, in my view, to expand this concept to racism/misogyny and LGBTQ+ phobia. By allowing the hate to infest your social media site, you strengthen the herd, and you enable the growth of the hate community.
So I guess my attempt to answer this is that you have to hold the social networks responsible for the damage they cause. Going after individuals will always be a whack a mole proposition.
