I think police "reform" was haphazard at best. The guy she finally picked for Chicago Police, Superintendent was a Lightfoot loyalist (not originally — he became one) and announced that he is fleeing back to Dallas almost the moment she lost the election, which means the new mayor will immediately be tasked with finding a replacement.

Ironically, my gut says that she may have actually turned into a good mayor if she had a second term. She was very green, learning on the job. I base that on not much though.

She really got on peoples' nerves and was considered to be very difficult to work with, but she seemed to be mellowing just a tad.

In the end, yes, I think people just thought she was a lousy mayor. Crime certainly was a factor. Thanks for the read
