I like to read the law blogs on this kind of stuff. They unanimously praise Garland's caution and point out that when a federal warrant is finally issued, it is always because they are comfortable with being able to say there is a preponderance of other evidence to render a guitly verdict.

At this point, the evidence they are gathering is to collect some extra nails to put into the coffin.
