I considered moving to Portland about 15 years ago. Didn't do it for reasons unrelated to what you mention. I'm curious to know what phase it was in back then compared to now.
It's happening everywhere, though. Neat neighborhoods getting clobbered by money. I grew up in Chicago - tons of amazing neighborhoods. I'm in my 60s now and I wonder if they are all gone. I'm almost afraid to go back and check.
When I lived in San Francisco, the Mission District was great. From what I've read, it's been replaced by something else. I've experienced this in other cities I've lived in, too.
