As things currently stand, Putin can wet dream all he wants about Moldova, but he needs to send his prisoner/troops 450 miles through enemy territory to get there.

The prisoners he is using for cannon fodder can't get two miles without being walloped by a very pissed off Ukrainian army. I guess he could start firing cruise missiles into Moldova, but then he loses China for sure, and China is already getting edgy about the whole affair.
